County of Alameda: Utilizing federal funding and creative partner network to combat food insecurity

Utilizing funding from the CARES Act and the American Rescue Plan, the County of Alameda partnered with Revolution Foods to provide meals to food-insecure families during the pandemic.

The Challenge

Although schools provided student meals during remote learning, food insecurity remained pervasive for Alameda families as a result of high unemployment driven by stay-at-home order.

Local nonprofits such as food banks had stepped up to support the community, but they were struggling to meet the unprecedented demand for an emergency in support of adults and families, as well as homeless individuals.

Schools in Alameda struggled with meal participation as many caretakers decided not to pick up meals due to inconvenience and safety concerns as schools remained closed.


What We Did 

With the County’s funding support, we partnered with Oakland Unified School District, Education for Change, Aspire Public Schools, Lighthouse Community Charter School, East Oakland Youth Development Center, and Alameda County Homeless Services to produce and distribute 50,000 freshly prepared and shelf-stable adult meals per week for student families and homeless individuals in late 2020 and early 2021. We served nutritious and culturally relevant options such as cheese enchiladas with black beans and sweet corn, jerk-spiced chicken drumsticks with pineapple carrot rice, and pupusas to incentivize caretakers to pick up meals for their students and themselves. The program is slated to continue through at least June 30, 2021.

When schools were closed during winter break, we stepped in to provide 30-meal boxes of freshly prepared food for entire families so they could reheat and enjoy at home over the holidays.


Our Impact

Since fall ’20, Revolution Foods has delivered over 1.2 million meals to food-insecure families in Alameda County. Our program provided more job opportunities within the community as Oakland parents earned money by distributing meal boxes door-to-door to other families, helping solve the last mile distribution problem and thereby increasing meal participation.
